First-choice applicants. New Mexico has no points: every application gets a random sequence number. By statute (NMSA 17-3-16) each hunt's licenses are split at least 84% to residents, 10% to residents or nonresidents contracted with a New Mexico outfitter, and 6% to nonresidents without one. Each hunt appears once per pool that drew at least one license, with that pool's own applicants and licenses.
