Nonresident draw
Nonresident applicants draw this hunt at random. Points do not change the odds.
Idaho's controlled hunt draw is a pure random draw with no preference or bonus points. Residents and nonresidents draw from one permit count per hunt, but IDFG's rule caps nonresidents at one tag in hunts with 19 or fewer tags and at 10% of tags in larger hunts. IDFG reports first-choice applicants and permits drawn by residency, so each hunt appears once per pool with that pool's own observed odds. Permits are the hunt's total, shared by both pools.
